Sewing - Measurements required to make a basic elasticated skirt for a baby

A while ago I made a basic elastic skirt, I then decided that they were quick and easy to make so why not make some more that I will eventually put on my etsy shop when updated.
The trouble was I couldn't find any measurements for babies waists at different ages.
Here is a guide to standard waist measurements for babies:

0-3 months  16" (inches)
3-6 months  17"
6-12 months 17-18"
18 months  18.5"
2 years.  19"
3 years.  20"

Please remember that these are basic standard measurements that most clothing is made to, but every child is different some are smaller others are taller!
